ਪੰਜਾਬ ਸਰਕਾਰ ਦੇ ਦਿਸ਼ਾ-ਨਿਰਦੇਸ਼ਾਂ ਤਹਿਤ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰਸ਼ਾਸ਼ਨ ਪਰਾਲੀ ਸਾੜਨ ਦੀਆਂ ਘਟਨਾਵਾਂ ਨੂੰ ਜੀਰੋ ਕਰਨ ਲਈ ਯਤਨਸ਼ੀਲ ਹੈ। ਪ੍ਰਸ਼ਾਸ਼ਨ ਵੱਲੋਂ ਇਸ ਖੇਤਰ ਵਿੱਚ ਹੁਣ ਤੋਂ ਹੀ ਜਮੀਨੀ ਪੱਧਰ ‘ਤੇ ਕੰਮ ਕਰਨਾ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤਾ ਗਿਆ ਹੈ। ਪਰਾਲੀ ਸਾੜਨ ਨਾਲ ਵਾਤਾਵਰਨ ਉਪਰ ਹੋਣ ਵਾਲੇ ਮਾਰੂ ਪ੍ਰਭਾਵਾਂ ਅਤੇ ਪਰਾਲੀ ਨੂੰ ਅੱਗ ਲਗਾਉਣ ਨਾਲ ਹੋਣ ਵਾਲੀ ਕਾਨੂੰਨੀ ਕਾਰਵਾਈ ਬਾਰੇ ਪਿੰਡਾਂ ਵਿਚ ਕੈਂਪ ਲਗਾਏ ਜਾ ਰਹੇ ਹਨ। ਇਸ ਸੰਬੰਧੀ ਐਸ ਡੀ ਐਮ ਅਤੇ ਸੀਨੀਅਰ ਅਧਿਕਾਰੀਆਂ ਨਾਲ ਮੀਟਿੰਗ ਦੀ ਅਗਵਾਈ ਕਰਦਿਆਂ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਸ਼੍ਰੀ ਵਰਜੀਤ ਵਾਲੀਆ ਨੇ ਸੂਬਾ ਸਰਕਾਰ ਵੱਲੋਂ ਝੋਨੇ ਦੀ ਪਰਾਲੀ ਦੇ ਜ਼ੀਰੋ ਬਰਨਿੰਗ ਟੀਚੇ ਸੰਬੰਧੀ ਹਿਦਾਇਤ ਦਿੰਦਿਆਂ ਕਿਹਾ ਕਿ ਜ਼ਿਲ੍ਹੇ ਦੇ ਸਮੂਹ ਮੈਜਿਸਟ੍ਰੇਟ ਨੂੰ ਖੇਤੀਬਾੜੀ ਵਿਭਾਗ ਵੱਲੋਂ ਸਬਸਿਡੀ ‘ਤੇ ਦਿੱਤੀਆਂ ਮਸ਼ੀਨਾਂ ਦੀ ਕਿਸਾਨਵਾਰ ਮੈਪਿੰਗ ਕਰਨਾ ਅਤੇ ਬੇਲਰ ਮਸ਼ੀਨਾਂ ਦੀ ਕਲੱਸਟਰ ਵਾਰ ਸੂਚੀ ਜਾਰੀ ਕੀਤੀ ਜਾਵੇ ਤਾਂ ਜੋ ਜ਼ਰੂਰਤ ਪੈਣ ਤੇ ਮਸ਼ੀਨਾਂ ਲੋੜਵੰਦ ਕਿਸਾਨਾਂ ਨੁੰ ਉਪਲਬਧ ਕਰਵਾਈਆਂ ਜਾ ਸਕਣ।
ਉਨ੍ਹਾਂ ਵੱਲੋਂ ਪ੍ਰਦੂਸ਼ਣ ਕੰਟਰੋਲ ਬੋਰਡ ਦੇ ਅਧਿਕਾਰੀ ਨੂੰ ਝੋਨੇ ਦੀ ਪਰਾਲੀ ਤੋ ਗੱਠਾਂ ਤਿਆਰ ਕਰਨ ਵਾਲੇ (ਪਰਾਲੀ ਐਗਰੀਗੇਟਰ) ਨੂੰ ਉਦਯੋਗਿਕ ਇਕਾਈਆਂ ਨਾਲ ਤਾਲਮੇਲ ਕਰਵਾਉਣ ਅਤੇ ਝੋਨੇ ਦੀ ਪਰਾਲੀ ਨੂੰ ਅੱਗ ਲੱਗਣ ਵਾਲੀਆਂ ਸਾਈਟਾਂ ਦੀ ਜਾਣਕਾਰੀ ਤੁਰੰਤ ਮੁਹੱਈਆ ਕਰਵਾਉਣ ਦੇ ਆਦੇਸ਼ ਦਿੱਤੇ ਗਏ ਤਾਂ ਜੋ ਝੋਨੇ ਦੀ ਪਰਾਲੀ ਨੂੰ ਅੱਗ ਲਗਾਉਣ ਵਾਲੇ ਲੋਕਾਂ ‘ਤੇ ਬਣਦੀ ਕਾਰਵਾਈ ਕੀਤੀ ਜਾ ਸਕੇ। ਉਨ੍ਹਾਂ ਵੱਲੋਂ ਮੀਟਿੰਗ ਵਿੱਚ ਮੌਜੂਦ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਜ਼ਿਲ੍ਹਾ ਪੱਧਰੀ 10 ਟੀਮਾਂ ਦਾ ਗਠਨ ਕਰਕੇ ਪਿੰਡਾਂ ਵਿੱਚ ਦੌਰਾ ਕਰਕੇ ਕਿਸਾਨਾਂ ਨੂੰ ਝੋਨੇ ਦੀ ਪਰਾਲੀ ਨੂੰ ਅੱਗ ਨਾ ਲਗਾਉਣ ਲਈ ਪ੍ਰੇਰਿਤ ਕਰਨ ਲਈ ਕਿਹਾ ਗਿਆ।
ਇਸ ਤੋਂ ਇਲਾਵਾ ਪੁਲਿਸ ਵਿਭਾਗ ਨੂੰ ਪਿੰਡਾਂ ਵਿੱਚ ਰੋਜ਼ਾਨਾ ਗਸ਼ਤ ਕਰਨ ਲਈ ਹਦਾਇਤ ਕੀਤੀ ਗਈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਨੋਡਲ ਅਫ਼ਸਰ, ਝੋਨੇ ਦੀ ਕਟਾਈ ਕਰ ਰਹੀਆਂ ਕੰਬਾਇਨਾ ਤੇ ਸੁਪਰ ਐਸ.ਐਮ.ਐਸ. ਲਗਾ ਕੇ ਸਵੇਰੇ 10 ਵਜੇ ਤੋਂ ਸ਼ਾਮ 6 ਤੱਕ ਹੀ ਕੰਮ ਕਰਨਾ ਯਕੀਨੀ ਬਣਾਉਣਗੇ। ਉਨ੍ਹਾਂ ਵੱਲੋਂ ਇਹ ਵੀ ਆਦੇਸ਼ ਦਿੱਤੇ ਗਏ ਕਿ ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਫਇਰ ਟੈਂਡਰ ਨੋਡਲ ਪੁਆਇੰਟ ਤੇ ਤਾਇਨਾਤ ਕੀਤੇ ਜਾਣਗੇ ਤਾਂ ਜੋ ਅੱਗ ਲੱਗਣ ਦੀ ਸੂਚਨਾ ਪਾਏ ਜਾਣ ਤੇ ਮੌਕੇ ਤੇ ਪਹੁੰਚ ਕੇ ਅੱਗ ਤੇ ਕਾਬੂ ਪਾਇਆ ਜਾ ਸਕੇ।
ਇਸ ਮੌਕੇ ਵਧੀਕ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ (ਪੇਂਡੂ ਵਿਕਾਸ) ਮਿਸ ਚੰਦਰਜੋਤੀ ਸਿੰਘ (ਆਈ.ਏ.ਐਸ), ਸ਼੍ਰੀ ਏ.ਪੀ.ਐਸ ਸੋਮਲ, ਸਹਾਇਕ ਕਮਿਸ਼ਨਰ, ਰੂਪਨਗਰ ਸ਼੍ਰੀ ਅਮਰੀਕ ਸਿੰਘ, ਉਪ ਮੰਡਲ ਮੈਜਿਸਟ੍ਰੇਟ ਸ਼੍ਰੀ ਚਮਕੌਰ ਸਾਹਿਬ, ਸ਼੍ਰੀ ਸੰਜੀਵ ਕੁਮਾਰ, ਉਪ ਮੰਡਲ ਮੈਜਿਸਟ੍ਰੇਟ ਰੂਪਨਗਰ, ਸ਼੍ਰੀ ਸੁਖਪਾਲ ਸਿੰਘ, ਉਪ ਮੰਡਲ ਮੈਜਿਸਟ੍ਰੇਟ ਮੋਰਿੰਡਾ ਅਤੇ ਹੋਰ ਵਿਭਾਗਾਂ ਦੇ ਅਧਿਕਾਰੀ ਮੌਜੂਦ ਸਨ।

As per the guidelines of the Punjab Government, the district administration is making efforts to reduce the incidence of stubble burning to zero. The administration has already started working at the ground level in this area. Camps are being organized in villages regarding the harmful effects of stubble burning on the environment and the legal action to be taken against setting stubble on fire.
Leading a meeting with the SDM and senior officers in this regard, Deputy Commissioner Mr. Varjit Walia gave instructions regarding the zero burning target of paddy stubble by the state government and said that all the magistrates of the district should do farmer-wise mapping of the machines provided on subsidy by the Agriculture Department and issue a cluster-wise list of baler machines so that the machines can be made available to the needy farmers if required.
He ordered the Pollution Control Board officer to coordinate with the industrial units making bales of paddy straw (stalk aggregators) and to immediately provide information about the sites where paddy straw is set on fire so that appropriate action can be taken against the people who set paddy straw on fire.
He asked the officers present in the meeting to form 10 district-level teams and visit the villages to motivate the farmers not to set paddy straw on fire. Apart from this, the police department was instructed to patrol the villages daily. He said that the nodal officers will ensure that the combine harvesters harvesting paddy work from 10 am to 6 pm by installing super SMS. He also ordered that fire tenders will be deployed at the nodal points in the district so that on receiving information about the fire, they can reach the spot and control the fire.
On this occasion, Additional Deputy Commissioner (Rural Development) Miss Chandrajoti Singh (IAS), Shri APS Somal, Assistant Commissioner, Rupnagar Shri Amrik Singh, Sub Divisional Magistrate Shri Chamkaur Sahib, Shri Sanjeev Kumar, Sub Divisional Magistrate Rupnagar, Shri Sukhpal Singh, Sub Divisional Magistrate Morinda and officers of other departments were present.
